MINUTES FOR MEETING
August 16, 2011

PRESENT:  
Paul Richards, Holly Palmgren, Ron Thompson, David Getman, Tom Lynch, and John Vieira from the PCC were in attendance.

MEETING:
Holly Palmgren called the meeting to order at 7:05 pm.

The minutes for the July 19, 2011 meeting were read and accepted with minor changes.

NEW BUSINESS:

A Public Hearing for a NOI for the Town of Princeton was opened at 7:10 PM with Shelly Hammond and Glynn Lyons present.  It is for road reconstruction from Mirick Road to East Princeton Road.    The Road Advisory Committee is trying to get a Strap Grant for this project.  A site visit took place August 1, 2011 at 5:30 PM with Tom Lynch, Paul Richards, Holly Palmgren and Ron Thompson present from the PCC.  A culvert needs replacing for the stone box culvert in a natural low spot being one of the 3 areas affected by resource areas; also the second box culvert needs debris cleaned out and is in need of repair or replacement.  Abutters at the meeting said that there was overflow on the roadway, and had comments regarding the drainage on the road being poor.  Revised NOI and Storm Water Check list is pending.  The Engineer, Shelly Hammond requested this be continued to the September 20th Meeting.
A Public Hearing was opened at 7:25 PM for a NOI filed by Doug Andrysick for Stephen Knapp for 53 Worcester Road, Princeton.  A site visit took place at 53 Worcester Road, Princeton on August 8, 2011 Holly Palmgren, Ron Thompson and David Caporello present from the PCC.  DEP File No. 267-0357 was issued by DEP.  An artist studio will be added to the existing barn, this studio will not have a retail shop, so parking will not be a problem.  The roof run off will be caught in a drip line and recharged.  A Standard Order of Conditions was issued with an addition condition as written.  The Public Hearing was closed at 7:45 PM.
OLD BUSINESS:

A Public Hearing was opened at 7:46 PM for a NOI received from Doug Andrysick Land Surveying for the Town of Princeton, Open Space Committee for a 50 foot pedestrian bridge over the East Branch of the Ware River off Old Colony Road, Princeton.  DEP File No. 267-352.   This will be a Community Involvement Project and should take between 4 – 6 weekends to complete the work. The NOI revisions are in red, the 100 yr.

Flood Zone, Storm Water Management Report filed, Fish & Wildlife letter was received and is enclosed in the file, and the banks will be stabilized with vegetation.  The
Public Hearing was closed at 8:05 PM and a Standard Order of Conditions was issued with 3 extra conditions per National Heritage as written.

OTHER BUSINESS:

Tom Lynch to present the PCC with an update on the Wachusett Mountain Road Project.
Tom Lynch spoke of the nice article on the Mountain Project in the Landmark, and it about summed up the projects.  Tom does a site visit about once a week now.  

Wachusett Mountain Association – Ski Area, has work going on that is not in the Resource Area.  PCC will recommend that Wachusett Mountain Associates have the resource area delineated since the last time was in 1995.
PCC to discuss the use of the Hayfields Lease Monies, the specific uses, David Caporello will update the PCC at the September meeting.

FOREST CUTTING PLANS:

Meeting was adjourned at 9:20 pm.
